Is NorthStar Bets Legal?

Yes. NorthStar Bets is registered with the Alcohol and Gaming Commission of Ontario and operates as an agent of iGaming Ontario, and it is the rare Ontario casino that prints its licence number where you can read it.

The operator is NorthStar Gaming (Ontario) Inc., registration number OPIG1226485, and the number appears in the site footer rather than buried in the terms. The provincial register lists one site against the company — northstarbets.ca — approved for casino and sports betting, and it has been the same entity behind the same single site since at least March 2023.

The footer also carries three marks that are not required by the province: RG Check, the Responsible Gambling Council’s accreditation, which tests operators against 48 criteria; IBIA, the sports-betting integrity association; and BetGuard. Most Ontario operators carry none of these.

This is a Canadian company, not an international brand with a provincial licence attached. It launched in Ontario in May 2022, in the market’s first weeks, and it is listed on the TSX Venture Exchange — which is why an unusual amount is known about its finances, and why the rest of this review can tell you things no other Ontario casino review can.

The Auditor Who Walked Away

In May 2026 NorthStar’s independent auditor withdrew its opinion on two years of accounts, and the reason it gave was the software that keeps track of player balances.

The sequence is documented in the company’s own filings. On 6 May 2026 the auditor withdrew its report dated 14 May 2025, covering the financial years ended 31 December 2023 and 31 December 2024. Its stated reason was that, in the “absence of an assessment over the tools supporting player account management software”, it could not rely on independent testing, and it asked for a new form of “System and Organization Controls (‘SOC’) report from one of the Company’s material technology vendors”.

The day after, the Ontario Securities Commission issued a failure-to-file cease trade order, which stops all trading in the company’s shares until the missing filings are made. The company had asked for the softer version of that order, which would have restricted only management; the OSC refused. The annual meeting was postponed.

Read down that column and the pattern is not about games or payouts — it is about the company being able to produce records when someone asks for them. That thread runs through every entry.

What this does not mean matters as much as what it does. No regulator has found that player money is missing. The AGCO has taken no action over any of this, and NorthStar continues to operate as a registered Ontario site with its licence intact. A cease trade order stops share trading; it does not touch customer accounts.

What it does mean is that the independent check on the systems tracking those accounts was, for two financial years, withdrawn rather than renewed — and that the company and its auditor disagreed about whether the vendor’s controls could be relied on. The company said the SOC report was reliable. The auditor left. As of the company’s August 2026 update, its new auditor plans to complete three financial years of audits during 2026.

What the AGCO Withdrew

NorthStar was fined $30,000 in October 2024 and the headline said its site had been reachable from outside Ontario. Two months later the regulator withdrew that part — and almost nobody reported it.

The original penalty of 16 October 2024 had two parts: $10,000 for allegedly failing to keep the site available only to players in Ontario, and $20,000 for failing to answer the Registrar’s repeated requests for information about that alleged access.

On 23 December 2024 the AGCO published an update. NorthStar had supplied the information, which “enabled the AGCO to confirm NorthStar did not violate Standard 3.02”. The regulator withdrew the $10,000, and the company agreed to pay the rest.

So the geolocation accusation was wrong, and the surviving $20,000 is for how long the company took to prove it was wrong. That is the same failing the auditor described eighteen months later, and it is the fairest single sentence anyone can write about this operator: the product has not been the problem; the paperwork has.

We looked for any AGCO action against NorthStar after December 2024 and found none.

NorthStar Bets Casino Games

The lobby is built on Playtech and stocked from nine studios, and unlike most Ontario casinos it tells you how many games sit behind each shelf.

Is There a NorthStar App?

Yes — and there are two of them in the Canadian App Store, only one of which is the Ontario product. This is the single easiest mistake to make with this operator.

Both carry the same branding and near-identical descriptions. The Ontario app is published by the licensed entity itself, which is a good sign; the other is published by a NorthStar subsidiary and serves northstarbets.com, a site operated outside the provincial framework under the Abenaki Council of Wolinak. Install the one that says Ontario.

On Google Play only the Ontario app exists, and its listing states “19+ Ontario Only” plainly. That is the safer store to install from.

The Ontario app’s 3.6-star rating is the weakest number in this review. For comparison, the Canadian store shows BetRivers at 4.8, BetMGM at 4.6 and PointsBet at 4.4. Whatever else NorthStar does well, players are not rating the app alongside its competitors.

How to Sign Up

Registration is the standard Ontario sequence and takes a few minutes if you have identification to hand.

1. Open northstarbets.ca from a device in Ontario, and check the URL ends in .ca — the .com site is a different, unregulated operation.
2. Choose Register and enter your legal name, date of birth, address and email. You must be 19 or older.
3. Set your deposit, loss and time limits when the site offers them. NorthStar is RG Check accredited, so these are tested rather than nominal.
4. Complete identity verification before you deposit, so a withdrawal is not held up later.
5. Fund the account with Interac, a card or PayPal, and open the casino tab.

The .ca check at step one is not pedantry. Both sites carry the same logo and the same tagline, and only one of them puts you under AGCO rules.

Amex and PayPal together are a genuinely stronger cashier than the province’s average; most Ontario sites stop at Interac and cards. NorthStar does not publish withdrawal times or a minimum deposit, so we are not quoting either.

NorthStar Bets Support

There is a live chat widget on the site and a Help & Support section in the footer. We found no published telephone number or support email address.

The chat control loads from the operator’s own domain on every page, so it is a real channel rather than a link to an article. The footer carries Help & Support, Contact Us, Live Chat and Self Exclusion as separate entries, along with a Customer Complaints Process page — which the AGCO requires and which is the route to follow before escalating to the regulator.

Given this operator’s documented history of slow responses to the Registrar, the complaints process is worth reading before you need it rather than after.

Is NorthStar Bets Safe?

The gambling side is well documented and independently accredited. The corporate side is the most troubled of any casino we have reviewed in Ontario. Both things are true at once.

In favour: the licence is real and published, the site is RG Check accredited by the Responsible Gambling Council, it is an IBIA member, the Ontario app is published by the licensed entity itself, and the AGCO withdrew its only substantive allegation about the product. The platform is Playtech, one of the most heavily audited in the industry.

Against: the parent company has been under an OSC cease trade order since 7 May 2026, has a going-concern statement in its most recent published accounts, has changed auditor, chief executive and chief financial officer inside a year, and has three financial years still to be audited. Its previous auditor withdrew its opinion over the controls around player account management software.

Weighing that: a player’s money in Ontario sits under AGCO rules regardless of how the parent’s shares are trading, and no regulator has suggested player funds are at risk. But an operator whose independent assurance over its account systems lapsed for two financial years is not in the same position as one whose has not, and you are entitled to weigh that before choosing where to keep a balance.

The practical advice is unglamorous: NorthStar is a reasonable place to play and a poor place to leave a large balance sitting idle. Withdraw what you are not using. That is sound practice at any casino and it is more clearly warranted here.

Responsible Gambling

This is where NorthStar is strongest, and the accreditation is not decorative.

RG Check is the Responsible Gambling Council’s accreditation programme, which assesses online operators against nine standards and 48 criteria covering advertising, informed decision-making, staff training and self-exclusion. It is voluntary, it is audited, and very few Ontario operators hold it.

On everything a player can check before depositing, NorthStar discloses more than either comparison. On the app experience it is clearly behind, and the corporate picture set out above has no equivalent at the other two.

If the live dealer floor is what you care about, NorthStar’s Playtech tables are a real alternative to the Evolution rooms at BetMGM and bwin. If you want the same games from a company with quieter filings, those two are the safer administrative choice.

How We Reviewed NorthStar

We check what an operator can prove, and where a claim comes from the operator we say so.

For this review we captured the live lobby, the live casino floor and the jackpot page from a Canadian connection and read the shelf counts directly off the operator’s own interface; read the licence number, payment methods and accreditation marks from the site footer; pulled the iGaming Ontario register for the entity behind the site and retrieved it as it stood in March 2023 to confirm the company has not changed; read the AGCO penalty of 16 October 2024 and its 23 December 2024 update in full; and read the company’s own filings and releases from October 2025 to August 2026, including the going-concern statement, the cease trade order and the auditor’s withdrawal.

We also checked both Canadian app stores and identified the second, non-Ontario app published by a subsidiary, because a player searching the store by brand name will see both.
