Is Luxury Casino Legal in Ontario?

Yes. Luxury Casino appears in the iGaming Ontario register, which is the only list that settles the question in this province. Open the register, sort by entity, and the brand sits under Apollo Entertainment Ltd — approved for Casino only, with no sportsbook and no poker room — at the address ontario.luxury.casino. On the day we checked, the register was accurate as of August 6, 2026, and counted 48 operators and 83 gaming websites in Ontario.

Apollo is not a one-brand company. The same entry lists seven Ontario casinos under it: Captain Cooks, Casino Classic, Golden Tiger, Grand Mondial, Luxury Casino, Yukon Gold and Zodiac Casino. That matters more than it sounds, and the rest of this review keeps returning to it.

The operator’s own Ontario terms say the same thing without the paperwork: “Luxury Casino is regulated by the Alcohol and Gaming Commission of Ontario (“AGCO”) and operates under an Internet Gaming Operator licence issued by the AGCO and pursuant to an agreement with iGaming Ontario.” The AGCO registration number is OPIG1246863. You will not find that number anywhere on the website — it is printed on the app store artwork, which is where we read it.

The minimum age is 19, stated in the terms as a flat refusal: “The Casino does not accept registration nor gaming activity by those under the age of 19.” You also have to be in the province — the terms have you confirm “they are wagering at Luxury Casino from within the province of Ontario, Canada.” One number worth keeping: ConnexOntario, the province’s free and confidential helpline, is on 1-866-531-2600, and the operator prints it in its own footer.

Who Runs Luxury Casino

The company is Apollo Entertainment Limited, and its Ontario terms give a company registration number, C45483, which is a Maltese registration. Apollo is the Ontario face of Casino Rewards, a loyalty network that has been running online casinos for a long time — and the brand carries that history openly. The homepage runs a badge reading “Celebrating 25 Years of Casino Rewards”, and invites you to play “with the excitement that only comes with a quarter-century of trusted experience.”

The claim survives a check. The Internet Archive’s first successful capture of luxurycasino.com is dated May 18, 2001, which puts the brand online for a quarter of a century. Read the badge carefully, though: the anniversary being celebrated is the network’s, not this casino’s, and the Ontario site itself is a recent thing — Ontario’s regulated market only opened in April 2022.

One small thing the operator has not tidied up, visible to anyone who scrolls: the footer of every page carries the line “Affiliate ID: TYPEIN_LXC:” — an unfilled placeholder from the site build, published to the public. It appears on the sister brands too, each with its own code.

The Payout Report Is Not Yours

This is the part of Luxury Casino most worth understanding, and it is the reason we put it near the top rather than buried in a safety section.

The footer carries an eCOGRA seal, and the operator’s Fair Play page tells you to click it. Do that and you land on a genuine, current accreditation certificate: eCOGRA Safe & Fair, awarded to Luxury Casino, review period December 9, 2025 to December 8, 2026. eCOGRA is a real testing agency, established in 2003, based in the United Kingdom and UKAS-accredited to ISO/IEC 17025. This is not a sticker.

Scroll down that same certificate and you reach the numbers — the Payout Percentage Report, which is the closest thing to an audited RTP figure that any Ontario casino publishes about itself. For the quarter running April 1 to June 30, 2026, it reads:

Those are healthy figures. But look at whose name is at the top of the report, because it is not Luxury Casino’s.

The heading reads Casino Rewards, and underneath it are sixteen brands: Blackjack Ballroom, Captain Cooks Casino, Casino Action, Casino Classic, Casino Kingdom, Colosseum Casino, Cosmo Casino, Golden Tiger Casino, Grand Mondial Casino, Luxury Casino, Players Palace Casino, Quatro Casino, UK Casino Club, Villento Casino, Yukon Gold Casino and Zodiac Casino. The report itself says what it measured: “We have independently evaluated the data log files as generated by the computer systems of Casino Rewards and calculated the average percentage payouts for the various categories.”

So 96.14 is not the return of Luxury Casino. It is the pooled average of sixteen casinos over three months, and Luxury Casino is one line in it.

We tested how far that goes. Each of Apollo’s seven Ontario brands links to its own eCOGRA certificate, with its own certificate ID — seven different URLs. We opened all seven and read the payout tables. All seven return identical figures, to the second decimal: 96.14, 96.09, 97.42, 97.66, 100.01. It is not seven reports that happen to agree. It is one report with seven covers.

The same thing shows up in the jackpot ticker, which is a live feed rather than a quarterly document. At 18:51 UTC on August 30, 2026 we called the progressive jackpot endpoint on all seven Apollo domains in the same second. All seven returned the same eleven jackpots at the same cent — a combined CA$85,052,373.01, with a Mega pot of CA$13,843,574.40 shared across five different games.

None of this is misconduct, and it is worth being clear about that. Shared liquidity is how progressive jackpots work at all, and a group-level audit is a legitimate way to audit a group. But it changes what the numbers mean for you: choosing between Luxury Casino and Zodiac Casino does not change the return you play against, because there is nothing behind the two front doors to tell apart. Pick on the app, the support and the withdrawal terms instead — those really do differ, and this review takes them one at a time.

There is one honest asymmetry in the group’s favour here. Luxury Casino’s certificate carries 193 review periods reaching back to January 2013, as do Zodiac’s and Golden Tiger’s, while Grand Mondial, Captain Cooks and Yukon Gold only start in December 2022. Thirteen years of monthly, published, third-party payout reports is unusual in this market, whoever they are averaged over.

What “Highest Win Rate” Means

Luxury Casino sells one promise harder than any other, and it is on the homepage before you have scrolled: “Play with our HIGHEST WIN RATE“. There is a page for it, a trademark on it, and a disclaimer under it.

The guarantee is a real, narrow, checkable statement, and it is not the one most players will assume. It does not promise you will win. It promises this: “we offer the best available win rate or Return to Player (RTP) version of the games supplied by our software providers.” Many slots ship to operators in several RTP configurations — the same game, the same art, a different return — and the operator chooses which to run. The guarantee says Casino Rewards always takes the highest one on offer.

The FAQ puts a number on it: “In identical games, with a bankroll of $100, and betting $1 per spin you will, on average, get 900 more spins at a Casino Rewards partner casino than other casinos, which charge a 50% higher margin on every slot spin.”

We checked the arithmetic against the audited figure rather than taking it on trust. At the 96.09% slot return in the payout report, $100 at $1 a spin lasts roughly 2,560 spins before the house edge consumes it. At 94% — a house margin 50% larger — the same $100 lasts about 1,670. The difference is around 890 spins. The claim is sound, and it is one of the few marketing numbers in Ontario iGaming that survives being worked out on paper.

Two limits, stated plainly. First, the guarantee is about which version of a game the operator installs, not about what happens to you on any night — the footer disclaimer says so: “Actual game results can vary, and there is no guarantee of winning.” Second, it is not this casino’s guarantee; it is Casino Rewards’, and six of the seven Ontario sister brands run the same page. Golden Tiger is the exception, and only because its version of the page returns a 404.

Luxury Casino Games in Ontario

The operator advertises “over 1000+ games” with “new games added every week”, and it does not publish a shelf-by-shelf count. We have not counted the Ontario catalogue title by title either, so treat 1,000+ as the operator’s number, which is how it is labelled throughout this review.

Slots

Slots are the bulk of the library and the shelf the homepage leads with. The featured row when we looked ran 12 Fortune Dragons, 12 Masks of Fire Drum Frenzy, Area Link Phoenix Firestorm, Big Bass Bonanza, Bigger Bonanza Rush Express, Gates of Olympus 1000, Immortal Romance, Vein of Gold, Links of Ra, Cashingo, Sugar Rush 1000 and Sweet Bonanza 1000 — a mix of Games Global’s own catalogue and Pragmatic Play’s current hits.

In the app the slots tab is filtered by mechanic rather than by studio — 1-20 Lines, 25+ Lines, 3 Reel, 5 Reel — which is a more useful cut than the usual A-to-Z, and rarer than it should be.

Progressive Jackpots

This is where the Games Global heritage shows. The ticker we read on August 30, 2026 carried eleven entries: the shared Mega Moolah pot at CA$13,843,574.40, played across Mega Moolah, Mega Vault Millionaire, Atlantean Treasures, Immortal Romance and Thunderstruck II; Gold Factory Jackpots at CA$1,441,406.10; Major Millions at CA$492,938.60; Treasure Nile at CA$43,437.55; and Cash Splash at CA$13,144.36.

A wrinkle worth knowing before you go looking: the casino’s own jackpots page and its live ticker do not list the same games. The page includes Maple Moolah, which the ticker does not carry, and the ticker carries Major Millions and Gold Factory Jackpots, which the page does not list.

Roulette

The table shelf runs American Roulette, Multifire Roulette and Auto Roulette, with Mega Roulette from Pragmatic Play in the featured row. Multifire is the Games Global variant that adds random multipliers to straight-up numbers; if you have played Lightning Roulette elsewhere, it occupies the same slot in a night.

Blackjack and Table Games

Classic Blackjack, Classic Blackjack Gold Series Multi Hand, American and European blackjack, Baccarat Squeeze, Multifire Baccarat, Hold’em poker and video poker. It is a compact, conventional table selection — the sort of range where the individual titles matter less than the fact that the rules pages exist, which here they do inside the client rather than on the public site.

Live Dealer Casino

The live shelf is Crazy Time, live roulette, live blackjack, live slots and baccarat, with Live Blackjack and Baccarat Squeeze in the table row underneath. Crazy Time is Evolution’s, and its presence is one of the few genuine differences between Luxury Casino and its sisters — the Apollo brands we have reviewed previously ran live tables that were Pragmatic Play from end to end.

Game Shows

Game shows sit inside the live casino rather than in a shelf of their own. Crazy Time is the headline, with the Mega Money Wheel — the operator calls it its “millionaire maker” — carried as a slot rather than a live table.

The Studios Behind the Games

Here is the one thing Luxury Casino does that no other Apollo brand in Ontario does: it names its suppliers. A row at the bottom of the homepage, headed “Our partners”, carries fourteen logos — Games Global and Pragmatic Play, plus twelve studios: Alchemy Gaming, All41 Studios, Evolution, Fortune Factory Studios, Gameburger Studios, Neon Valley Studios, Pear Fiction Studios, Pulse 8 Studios, Slingshot Studios, Stormcraft Studios, Switch Studios and Triple Edge Studios.

We pulled the homepages of all seven Apollo brands to check. The six sisters carry no supplier row at all. Most of the twelve are Games Global’s in-house and exclusive studios, so this is less a wider library than a clearer window onto the same one — but a clearer window is still worth something when the alternative is a lobby that tells you nothing about who made what.

The Luxury Casino Ontario App

The app is the strongest thing this brand has, and the numbers are not close.

On the Canadian App Store, Luxury Casino Ontario is published by Apollo Entertainment, weighs 38.5 MB, sat at #16 in Casino when we looked, and carries 1,631 ratings at 4.4 out of 5. On Google Play the same app has 50,000+ downloads, 879 reviews and the same 4.4. It was released on December 22, 2025 and last updated in August 2026.

Read that table twice. Luxury Casino has been rated more often than any sister — more than Zodiac and Casino Classic combined, several times over — and it has the lowest average of the seven. On identical software, the brand with the most users is the one scoring worst. That is what a wider audience usually does to an average, and it is a fairer number than the 4.59 sitting on 243 ratings.

The app itself is laid out sensibly: a top bar with your balance and a deposit button, tabs for For You, Rooms, Favourites, Slots and Live Casino, and a bottom bar for Promotions, Loyalty, Games, Bank and Help. The iGaming Ontario mark and the licence number sit on the artwork of every store screenshot.

Two things to set expectations. The store screenshots are all Christmas-themed — snow, Santa’s Slay, Area Link Christmas — because they were shot for the December 2025 launch and have never been replaced, so the shop window is eight months stale even though the app is not. And if you prefer a desktop, note that Luxury Casino still ships a downloadable Windows client, and its FAQ still lists the requirements for it: Windows 7, a 1.8 GHz Core 2 or Athlon II, 2 GB of RAM and a Sound Blaster compatible sound card. That page has not been rewritten in a very long time.

How to Sign Up at Luxury Casino

1. Open ontario.luxury.casino and check the footer first. The Ontario site names Apollo Entertainment Ltd, the AGCO and iGaming Ontario. Apollo also runs a non-Ontario site at luxury.casino, and the eCOGRA certificate itself points at that international address rather than the Ontario one — so the footer, not the logo, is what tells you where you are.
2. Register with the name, date of birth and address on your government ID. The terms reserve the right to request verification documents “following deposits and/or prior to executing a withdrawal”, and first-time withdrawals through a new method attract extra checks that the FAQ says can take five to seven working days. A nickname or an old address costs you that week at the worst possible moment.
3. Confirm you are 19 or older and physically in Ontario. Both are conditions of the contract, not formalities, and the operator can void winnings where they are broken.
4. Set your deposit, loss and login limits before you fund the account. All three are available daily, weekly and monthly. Lowering one is immediate; raising or removing one only takes effect after 24 hours. The limit you set on day one is the one that protects you in week three.
5. Read the withdrawal minimums and fees before you deposit, not after. They are in the FAQ rather than on a banking page, they are not the same for every method, and on one route they are substantial. The next section sets them out.

Luxury Casino Payments and Fees

Deposits are the easy half. The operator accepts “all major credit and debit cards, a variety of bank transfer services, prepaid vouchers, and from the internet’s most popular e-wallet services”; the methods named across its own pages are Interac, Visa, Mastercard, Skrill and bank transfer, and the footer additionally shows an American Express mark. The smallest deposit the operator puts in writing anywhere is $10, in the qualifying terms of its sign-up offer.

Withdrawals are where this casino needs reading carefully. The FAQ lists exactly three routes out for Canadian players — OCT (a direct credit to a Visa card), CAD EFT / eCheque, and Skrill — and attaches minimums and fees to them:

A $50 charge to move your own money by bank transfer, doubling above $3,000, is the single hardest fact in this review. It is avoidable — CAD EFT is free and lands faster — but it is only avoidable if you read the FAQ before you pick a method, and nothing in the cashier flow makes you.

Three more clauses that belong in the same breath. The 48-hour pending window is reversible: “Up until your withdrawal has been fully processed you may reverse it in order to continue playing.” That is a two-day window in which a payout can be talked back into the account, and it is the kind of feature responsible gambling policy elsewhere has moved away from. There is a weekly withdrawal ceiling of $4,000 for players whose winnings run well above their deposits, and it is explicitly network-wide: it applies “across all Casino Rewards partner casinos”, so opening an account at a sister brand does not reset it. And accounts go dormant after 60 days without a wager, a deposit or a withdrawal, which is a short fuse by Ontario standards.

Luxury Casino Customer Support

Support is 24 hours a day, seven days a week, through two channels: live chat and email. Chat is the one to use — the email page sets its own expectation at “within 48 hours” and recommends it only “if you are not in a rush”. The email address is support@crhelpdesk.com, shared across the Casino Rewards network rather than specific to this brand, and the contact page routes you through a query type first. There is no telephone line.

Complaints have a written path, which is more than many operators offer: 24/7 support team first, then complaints@crhelpdesk.com, where the case is escalated to a solutions specialist. Unresolved disputes may be brought before iGaming Ontario, and the terms place jurisdiction with the courts of Ontario under Ontario and Canadian law. What the procedure does not carry is a deadline — no response time is committed to in writing at either stage, which is the weakness of it.

Is Luxury Casino Safe?

The safety answer here has three parts, and only one of them is comfortable.

The regulatory part is solid. Apollo holds AGCO registration OPIG1246863, operates under an agreement with iGaming Ontario, and the site carries the BetGuard, iGaming Ontario and eCOGRA marks in its footer alongside a 19+ badge. Random number generators are independently reviewed and, unusually, the results are published — thirteen years of them.

The record is not clean. On August 10, 2023, the AGCO served Apollo Entertainment Ltd with a Notice of Monetary Penalty totalling $100,000 for responsible gambling failures. The alleged violations, in the regulator’s own words, were “failing to conduct required interventions with players who may be experiencing gambling related harms” — including “the case of a player experiencing over $2 million in losses in under four months without receiving interventions from the gaming site operator during that period” — “failing to implement an adequate voluntary self-exclusion program, as well as providing insufficient tools for players to set financial and time-based gambling limits”, and failing to ensure employees understood responsible gambling. Operators served with such a notice have the right to appeal to the Licence Appeal Tribunal. The penalty is three years old and the tools it complained about now exist, which is the point of a penalty; but it happened to this operator, on these brands, and a review that left it out would be doing you a disservice.

The fine print has two clauses worth knowing before you accept it. The Ontario terms take consent for your “gameplay data, behavioural patterns, performance metrics, user interactions, and any content submitted” to be used for “artificial intelligence training, machine learning model development, and related research purposes.” And one clause about voiding winnings names the wrong casino entirely — it refers to “the individual registered on the Zodiac Casino account”, in a contract you sign with Luxury Casino. It is a copy-paste from a sister brand, it is the same slip we found in the other Apollo agreements, and it is in the section that decides when your money can be taken away.

Responsible Gambling Tools

The controls are complete on paper. Deposit limits, loss limits and logged-in duration limits are each available daily, weekly and monthly, set either in the casino software or by contacting support. Increases and removals wait 24 hours; decreases are immediate. A take-a-break period can be set at 24 hours, 48 hours, one, two or three weeks, one month, six weeks, two months or three months. There is a self-assessment test, and the policy page carries a plain list of the misconceptions that get players into trouble — the gambler’s fallacy among them, named as such.

Two Ontario-specific things are worth calling out. The terms point to BetGuard, iGaming Ontario’s central self-exclusion tool, which excludes you from every regulated site in the province at once rather than this one alone — and the operator says plainly that BetGuard is governed by iGaming Ontario’s terms and that iGO has final authority over disputes involving it. The gap between the tools and the experience is the reversible withdrawal window in the section above. Everything else here is exactly what the province asks for.

How We Reviewed Luxury Casino

Everything above comes from primary sources: the iGaming Ontario register, the operator’s own Ontario terms, FAQ, fair play and responsible gambling pages, its live progressive jackpot feed, its eCOGRA certificate and payout report, its App Store and Google Play listings and store artwork, the AGCO’s published penalty record, and the Internet Archive. We took no figure from another review site. Where the operator contradicts itself — as its jackpots page and its ticker do — we show you both rather than picking the tidier one.

Three limitations, stated plainly because they bound what this review can claim. We have not counted the Ontario catalogue title by title, so 1,000+ is the operator’s figure and is labelled as such. We have no test account, so nothing that happens after registration — real payout timings, the cashier’s own minimums, the limits panel in use — has been verified by us; what is published here is what the operator publishes. And the payout percentages are the group’s, not this casino’s, which is the whole point of the section that explains them.
