Is bwin Legal in Ontario?

Yes. bwin is registered with the Alcohol and Gaming Commission of Ontario and operates as an agent of iGaming Ontario, which puts your money, your data and your complaints under provincial rules.

The operator named on the licence is ElectraWorks Maple Limited, licence number OPIG1233926. The company is registered in England under number 01605615, at 3rd Floor One New Change, London EC4M 9AF, and its own terms describe it as a member of the Entain group. Payments are handled separately by Entain Operations Canada Limited, of 1565 Carling Avenue, Suite 400, Ottawa, registered in Canada under 699682-5.

The licence number is per site, not per company. bwin publishes OPIG1233926 and its sister brand PartyCasino publishes OPIG1233927 — consecutive numbers issued to the same operator, the same pattern the AGCO used for LeoVegas and Royal Panda.

The address that matters is www.on.bwin.ca. That is the one the provincial register links to, and the casino itself sits on the casino.on.bwin.ca subdomain once you are inside. If the page you are on does not carry the iGaming Ontario mark, you are not on the Ontario product.

The register lists bwin with three offerings — casino, poker and sports betting — which makes it the only one of its operator’s five Ontario sites to carry all three. That single entry hides an arrangement worth understanding before you sign up, and it is the subject of the next two sections.

Three Sites, One Company

ElectraWorks Maple Limited runs five separate brands in Ontario, and bwin is one of them. The others are PartyCasino, PartyPoker, Partysports and Sports Interaction — the last of which markets itself as a Canadian operator and is usually treated as a rival.

Google Play states the relationship outright: the bwin Casino Ontario listing is published by ElectraWorks Limited, and the store’s own “More by” panel puts PartyCasino and Sports Interaction directly beneath it.

Four of those five brands are not merely related — they serve the same application. The casino platform behind bwin, PartyCasino, PartyPoker and Partysports is the identical JavaScript bundle, byte for byte, at the same path on each domain. What changes is the theme name in the stylesheet: bwin loads bwin-dark where PartyCasino loads party-casino-2.

The history explains it. bwin and PartyGaming merged in 2011 to form GVC, which became Entain, and the brands were never rebuilt — they were re-skinned. The practical consequence is that switching from bwin to PartyCasino changes the colours and some of the shelves, not the machinery underneath.

It matters for one specific reason: limits and self-exclusions are set per brand. Locking yourself out of bwin does not lock you out of the other four, even though the same company holds all five registrations. The tool that closes all of them at once is BetGuard, run by iGaming Ontario, and bwin’s own privacy policy tells you it exists.

The Exclusive Shelf That Is Not

bwin Ontario puts a shelf labelled Exclusive in the second position of its lobby, above Top Games. We went through it title by title against the studios that make those games, and the label does not survive the check.

Two of the twelve tiles on that shelf are Sweet Bonanza and The Dog House. Both are Pragmatic Play titles from the studio’s own catalogue — Pragmatic lists Sweet Bonanza on its site at an RTP of 96.48% — and both are among the most widely distributed slots in the province. You can play them at a long list of Ontario casinos that have nothing to do with Entain.

Three more are Gods of Kemet, Dragons of the North and Book of Itza. Those come from Wizard Games, a studio within Aspire Global, and Wizard publishes Gods of Kemet on its own site. A game a third-party studio advertises publicly is not exclusive to anyone.

At least five of the twelve tiles under the word Exclusive are third-party games you can find on competing Ontario sites.

There is a real exclusive layer at this operator — Entain owns the in-house studio Win Studios and runs its own progressive network — which makes the mislabelling harder to excuse, not easier. The shelf that should be showcasing what only bwin has is diluted with titles that everyone has.

Our advice is narrow and practical: read the studio name, not the shelf name. If a title is genuinely built for this platform, the game itself will say so on its loading screen.

bwin Ontario Casino Games

The bwin Ontario casino is organised into three tabs — Home, Slots and Jackpots — with Live Casino reached from the bar at the bottom of the screen. There is no separate door for blackjack, roulette or game shows, which is a narrower structure than most of the province’s bigger lobbies.

bwin does not publish a total game count anywhere on its Ontario site, and its robots file blocks the game pages from being indexed, so no reliable public figure exists. We have left the count unpublished rather than repeat a number we cannot trace — the same standard we applied to DraftKings.

New Games

The New shelf carries six titles at a time and turns over regularly. At the time of writing it held King Koko’s Quest, King of the Trident, Phoenix Gold, Pot O’ Gold, Spirit of Mustang and Stallion Fortunes. It sits at the top of the Home tab, above everything else.

Where to start: open the New shelf before the Top Games one — it is the only place on the Home tab where the line-up actually changes.

Slots

Slots have their own tab, and the Top Games shelf is where the operator puts its most-played titles. All six on it — 5 Lions Megaways, The Amazing Money Machine, Big Bass Bonanza, Book of Vikings, Buffalo King Megaways and Cash Bonanza — come from Pragmatic Play.

A single studio holding every slot on the headline shelf is unusual even in a market where Pragmatic is dominant. It tells you what the room is built around before you open a single game.

Where to start: if you already know Pragmatic’s catalogue, the Slots tab is the faster route than Home — the Home shelves repeat the same six titles.

Progressive Jackpots: The Big One

Jackpots get their own tab, and the network behind them is The Big One — Entain’s in-house progressive, the same one that feeds the exclusives at BetMGM. The tier ladder appears above the reels while you play, in Canadian dollars.

The tab is where the operator’s own Win Studios content lives, and it is the part of the catalogue that genuinely belongs to this group rather than being licensed in.

One term is worth knowing before you chase one: the operator says progressive wins may need verifying with the game supplier, and undertakes to make the money available for withdrawal within 24 hours once its checks clear.

Where to start: the Jackpots tab, not the Home shelves — the progressive ladder is only visible from inside a jackpot game.

Buy Feature Slots

bwin gives the buy feature its own promoted position, letting you pay a fixed multiple of your stake to jump straight into a feature round rather than waiting for it.

Treat it as what it is: a way of spending your balance faster. The feature raises the money at risk per decision, and Ontario’s deposit and loss limits are the counterweight — set them before you use it, not after.

Where to start: if you use the buy feature at all, set a loss limit first. It is the single fastest way to move a balance on this site.

Exclusives and Win Studios

Big Banker Deluxe is representative of the branded end of the catalogue. The panel shows the real stake structure: 10 lines, a CA$0.10 line bet and a CA$1.00 total bet, with the balance in Canadian dollars.

Those are genuinely low entry stakes for a branded slot, and the ten-line structure keeps the total bet predictable — you always know what a spin costs.

Where to start: check the line bet and the total bet before your first spin. On a ten-line game they are not the same number.

Roulette and Table Games

Table games sit inside the main lobby rather than behind their own tab. European Roulette Pro is the standard single-zero wheel, with the racetrack and the bet grid on one screen.

European single-zero is the version to look for — the house edge is roughly half that of a double-zero American wheel, and bwin leads with the right one.

Where to start: European Roulette Pro over any double-zero table on the site. The difference is structural, not a matter of luck.

Live Casino

Live Casino is one of the three destinations in the bar at the foot of the lobby, alongside Casino and Promotions. The operator’s own app listing describes live blackjack and live roulette with human dealers.

There is no separate game-shows tab on the Ontario product. Where other lobbies in the province give formats like Crazy Time their own door, at bwin they live inside Live Casino if they are there at all.

Software Providers

bwin does not publish a provider list on its Ontario site, so the studios have to be read off the games themselves. From the shelves we went through, the confirmed names are Pragmatic Play (every title on Top Games, plus Sweet Bonanza and The Dog House), Wizard Games of Aspire Global (Gods of Kemet, Dragons of the North, Book of Itza) and Entain’s own Win Studios.

That is a narrow roster by Ontario standards. It is not a small catalogue, but it is a concentrated one, and it leans heavily on a single supplier.

Where to start: take the studio name from the game’s own loading screen. It is the only place on this site that reliably states it.

Is There a bwin App in Ontario?

Yes — but there are three of them, and you have to pick the right one. bwin does not ship a single Ontario app: it ships one for casino, one for sports and one for poker, and they are separate downloads with separate listings.

The three Ontario apps are published under two different company names, and neither is the ElectraWorks Maple Limited that holds the provincial licence.

On Google Play the identifiers change again — bwin.ca.casino, bwin.ca.sports and on.bwin.android.poker — so an identifier that works on one platform will not find the app on the other.

There is a trap in the store search worth naming. Searching “bwin” on the Canadian App Store returns bwin Sports Betting Sportsbook at or near the top, published by ElectraWorks Limited. That is the international app, not the Ontario one, and it will not give you an account regulated here. The Ontario listings are the ones with Ontario in the title or on.bwin in the identifier.

The poker app is also the odd one out technically: it is 691 MB against 121 MB for the other two, runs on an older minimum iOS version, and carries the lowest rating of the three.

How to Sign Up at bwin Ontario

1. Open www.on.bwin.ca and confirm the iGaming Ontario mark is on the page before you type anything. If it is missing, you are on an international version of bwin and the account will not be an Ontario one.
2. Register with the legal name, date of birth and address that match your government ID. The operator reserves the right to ask for proof of age as part of identity verification, and a mismatch is the most common reason a first withdrawal stalls.
3. Confirm you are 19 or over and physically in Ontario. Section 2.1 of the terms sets the age at 19; geolocation runs on every session, so a VPN or a phone hotspot pointed at another province will block you rather than help.
4. Set your deposit and loss limits before your first deposit, from the responsible gaming section of your account. Lowering a limit is immediate; raising one is not.

Interac is the only method for which the operator commits to a number in both directions, which makes it the default choice here.

Every withdrawal passes an internal review first — the help centre puts it at roughly 24 hours — before the method’s own timing starts. Budget for that on top of the figures above.

Two limits in the operator’s own documentation are not written for this province. The Online Banking page fixes the minimum withdrawal at $10.00 USD and the maximum at $5,000 USD, and the Luxon page sets its minimum at 10.00 EUR. Neither figure is in the currency your account is held in, and the operator does not publish the Canadian dollar equivalent.

The cards page is written for other markets too: it lists Maestro among accepted card types, a scheme Mastercard has been retiring since 2023 and one that was never issued in Canada, and it explains credit-card gambling restrictions by reference to the UK and Ireland.

bwin Customer Support

The operator states in its terms that customer service runs 24/7, and the route it documents is a written message through your account rather than a published phone line.

Across the whole help centre — and we read all of it — there is no telephone number for players, no support email address and no reference to a live chat window. What the pages describe, repeatedly, is sending a message to the customer service team with your name, address, date of birth and the email on the account.

We have marked the written channel as confirmed and left telephone and live chat off, because the operator does not publish either. If a chat widget exists behind the login, it is not documented anywhere a prospective player can check.

The one number bwin does publish prominently is not its own: ConnexOntario, on 1-866-531-2600, free and confidential, 24 hours a day. That is in the app listings and the footer.

Is bwin Safe? Licence and Owner

On the questions that decide whether your money is protected, bwin Ontario is sound. It holds AGCO licence OPIG1233926, operates as an agent of iGaming Ontario, and belongs to Entain plc, a company listed on the London Stock Exchange and a constituent of the FTSE index.

We found no AGCO monetary penalty or public enforcement action against ElectraWorks Maple Limited. We checked the regulator’s own published penalty notices and the trade press against both the brand and the legal entity. Other Ontario operators appear in that record; this one does not.

The risk here is not the licence. It is the documentation around it, which is in a worse state than any other operator we have reviewed in this province — and some of it is not cosmetic.

The terms covering live video are governed by the wrong jurisdiction. The sports live-video conditions on this Ontario help centre end with the line that they “are governed by the laws of Gibraltar and any disputes will be dealt with the court having local and subject matter over Gibraltar”. The general terms, on the same site, correctly name Ontario.

The e-commerce page states the wrong legal age. It tells you that by registering you declare you have reached the minimum age for gaming “in accordance to the respective national legal system (usually 18 years of age)”. Section 2.1 of the general terms, correctly, says 19. Ontario is a 19+ province, and the operator’s own documentation contradicts itself on the point.

The betting rules list winning limits in five currencies that no longer exist. Alongside the Canadian dollar limit of CAD 250,000 per player per week, the same clause sets caps in YTL (the Turkish lira withdrawn in 2009), EEK (the Estonian kroon, 2011), LVL (the Latvian lats, 2014), LTL (the Lithuanian litas, 2015) and HRK (the Croatian kuna, 2023).

Prize draws are decided in a spreadsheet. The standard promotional terms state that qualifying entries “will be randomly sorted in a Microsoft Excel spreadsheet” and that “the random number generator function in Microsoft Excel shall be used to determine the winning Unique ID numbers”. Those terms carry a last-updated date of 12/04/2022 — days after Ontario’s regulated market opened, and unchanged since.

The browser compatibility guide is two decades out of date, still telling players running Windows 3.1, Windows 95, Windows NT, Windows XP and Windows Vista to upgrade.

None of this makes the casino illegal, and none of it affects the licence. It does mean the operator’s own help centre is not a reliable source about its own Ontario product — check the general terms and the site footer, not the FAQ pages.

One more disclosure the operator makes itself, in its privacy policy: your personal information may be transferred to and processed in the UK, Gibraltar, India, the EEA, the Isle of Man and the USA, under contractual safeguards.

Responsible Gambling in Ontario

The tools are there and they are set from your account. Section 20 of the terms entitles you to deposit, loss, stake and time-based limits, and to breaks in play of one day, one week, one month, two months, three months or indefinitely.

Deposits above your monthly limit are rejected automatically rather than queued, and the help centre points you to your payment history to see how much of the limit you have used.

The gap to know about is the one described earlier: a self-exclusion at bwin does not close your accounts at PartyCasino, PartyPoker, Partysports or Sports Interaction, even though one company holds all five registrations. The argument against bwin is the information layer. RTP is published only inside the game, after you have logged in, which means you cannot compare a title here against the same title elsewhere before depositing. Operators in this province do better on that, and the gap is a real one.

We reviewed the Ontario product only, and every figure on this page comes from the operator, the regulator or the studio that makes the game.

We read the provincial register entry for ElectraWorks Maple Limited and all five of its Ontario sites, and compared it against the register as it stood in April 2023 to see what had changed.
