Yes. Jackpot City is registered to operate in Ontario. The operating company is Cadtree Limited, listed in the iGaming Ontario register and holding Ontario licence OPIG1236392, issued on 23 June 2022 — inside the first three months of the regulated market.

That matters for a practical reason. On a registered site your account, your funds and any dispute fall under the Alcohol and Gaming Commission of Ontario. On a grey-market site they do not.

Jackpot City, Royal Vegas, Ruby Fortune and Spin Casino are all listed under the same operator in the provincial register. They share an operator, a licence holder and largely the same game suppliers. Moving between them changes the skin, not the company holding your money.

Two other details in that register entry tell you what kind of site this is. Every one of the four is filed under Casino only — Cadtree runs no sportsbook in Ontario, unlike bet365, BetMGM or Betway. And the register itself, current at the time of this review, lists 48 operators running 83 gaming sites in the province, which is the real size of the shortlist any Ontario player is choosing from.

A contradiction the operator has not resolved: the Ontario homepage advertises “over 1000 games”, while the Ontario slots page says slots — always the largest category in any lobby — number “more than 400”. Both are the operator’s own words, on the same site, on the same day. Given roughly 22 live tables and about 30 software table games, the second figure is the one that holds together. Treat 1,000 as marketing inherited from the international product.

Second caveat: Jackpot City publishes no RTP for any game on its Ontario pages. Only the definition of the term. Where we give a percentage below it is the studio’s published figure for the base game, and as the jackpot section explains, that is not the same as the version in this lobby.

This is a Games Global house, and the catalogue reads like one. The anchors are the studio’s long-running names: Immortal Romance (96.86% RTP in its base form), 9 Masks of Fire (96.24%), Assassin Moon (96.08%), Ancient Fortunes: Zeus, Masters of Valhalla, Dragon Shard, Amazing Link Zeus and Amazing Link Apollo.

The newer shelf is where the lobby actually moves: Zeus Royale, Pirate Bonanza, The Wildwood Curse, Legendary Lawman Cash ‘Em All, Blazing Bison Gold Blitz Ultimate, Piñata Rush Express, 3 Lucky Hippos 2, Pots O Loot and Fire and Roses Joker.

What is not here matters as much. There is no NetEnt, no Play’n GO, no Big Time Gaming and no Nolimit City in the Ontario lobby. If you came for a specific third-party title, check before you register rather than after.

Where to start: Immortal Romance in its plain form, at 96.86%, is the highest published return among the lobby’s headline names — and notably higher than the jackpot version of the same game.

Read this section before you trust anything else written about this casino. Mega Moolah and WowPot do not exist in the Ontario lobby. Not as a footnote — the words do not appear anywhere on Jackpot City’s Ontario site. They belong to the international product. Ontario has three networks of its own.

Maple Moolah is the big one: a ring-fenced Ontario network built by Games Global when the province opened, funded only by Ontario players and seeded at C$1,000,000 on its top tier. Lotsaloot runs on Thunderstruck Wild Lightning, Fishin’ Pots of Gold, Cash ‘N Riches Megaways, Blazing Bison Gold Blitz, Devilish Fortunes and Rising Rewards. A third network, King Millions, sits on 9 Pots of Gold and Rising Rewards, with no published tiers.

The trade-off nobody advertises: the jackpot layer is paid for out of the base game’s return. Immortal Romance is published at 96.86%; the Maple Moolah edition of the same slot is published at 93.42%. Thunderstruck II goes from 96.65% to 92.01%. King of Alexandria Maple Moolah is published at 86.78%. Same names, same art, materially different maths.

One more thing, and it is the honest note this brand’s name invites. The largest online casino jackpot reported in Ontario since the market opened — C$2,162,686, won on 5 January 2026 from a C$0.50 stake on King of Alexandria Maple Moolah — was paid by a different casino on the same network. Maple Moolah is shared. We found no documented Maple Moolah win at Jackpot City itself.

Toronto Maple Leafs Rising Rewards

Toronto Maple Leafs® Rising Rewards is the one game in this lobby that exists nowhere else, and the reason is a licence rather than a mechanic. Jackpot City has been the official online casino partner of the Maple Leafs, the Raptors and the Toronto Rock since October 2022 — the logo on the ice at Scotiabank Arena is the same brand as the one on this slot.

Underneath the Leafs skin sits the Rising Rewards engine from Triple Edge Studios, a Games Global house: 720 ways to win on a 3-4-5-4-3 grid, very high volatility, five rising fixed jackpots and multipliers. The base engine is published at 96.01%; the operator publishes no figure for the Leafs edition specifically.

Where to start: here, if the licence is the reason you came. Very high volatility means long dry runs between hits, so it is a small-stake game rather than a session-length one. The plain Rising Rewards and its Lotsaloot and King Millions editions are the same engine without the hockey.

Roulette

Ten software wheels and a live floor on top. The distinction that decides what the game costs you is the wheel, and to its credit Jackpot City spells it out on its own page: European and French roulette have 37 numbers, American has 38.

Put a figure on that and it is stark. European roulette carries a house edge of 2.70%. American, with its double zero, carries 5.26% — the same bet, nearly twice the cost. French is better still on even-money bets.

Around those sit Vinnie Jones Roulette, Switch Multifire Roulette, Dealers Club Roulette, Mini Roulette Gold and 9 Pots of Gold Roulette. On the live floor, Mega Roulette from Pragmatic Play carries multipliers up to 500x, alongside Speed Roulette, Auto Roulette, Live Clubhouse Roulette and the Real Roulette tables hosted by named dealers.

Where to start: European or French. And note what is absent — there is no Lightning Roulette here, because that is an Evolution game and Evolution does not supply this casino.

Blackjack and Table Games

Blackjack is the strongest software category here: 17 variants, covering Classic, European, Atlantic City, Vegas Strip, Vegas Downtown, multihand versions of each, Premier Blackjack with Side Bets, Perfect Strategy Blackjack and High Streak Blackjack. Eight of the seventeen come from Switch Studios, the table specialist inside Games Global.

The operator publishes one useful number on that page, and it is the right one: “if you apply flawless basic blackjack strategy, the house edge is usually around 1%”. That is honest, and it is lower than anything on the slots shelf.

Baccarat covers Real Baccarat with named dealers, Switch No Commission Baccarat, Speed Baccarat, Dragon Tiger, Blazing Dragon Tiger and Card Match Up.

Be aware of the gaps. We found no casino poker at all in the Ontario lobby — no Casino Hold’em, no Three Card Poker, no Ultimate Texas Hold’em. Sic bo, craps, casino war and red dog appear only inside a terms clause, with not one playable title named. If those matter to you, this is the wrong casino.

Where to start: classic blackjack with basic strategy. Under 1% house edge, and unlike a slot your decisions change the maths.

The live floor is the clearest structural difference between this casino and the rest of the province, and the operator states it plainly: the tables come from two suppliers onlyOn Air Entertainment, a Games Global affiliate, and Pragmatic Play.

That gives you around 22 named tables. Blackjack runs to Eclipse Blackjack, ONE Blackjack, Live Private Blackjack, On Air Blackjack, Live Blackjack 12 and Speed Blackjack, plus a table the operator markets as Live Exclusive Blackjack. This is the thinnest category on the site, and it follows directly from the supplier list. Two game shows are confirmed on the Ontario pages: Mega Wheel and Sweet Bonanza CandyLand, both from Pragmatic Play. Mega Wheel gets the largest promotional block on the games page, which tells you it is the one the operator expects you to play.

Everything else the format is famous for — Crazy Time, Monopoly Live, Funky Time, Mega Ball, Deal or No Deal — is Evolution, and Evolution is not here.

Worth knowing before you play: the headline multipliers are the ceiling, not the expectation, and the house edge on the bonus segments is higher than on the base wheel.

Four names, and the operator lists them itself: Apricot (the licensing entity for Games Global, whose studios include Gameburger, Triple Edge, Switch and Stormcraft), On Air Entertainment for live, Pragmatic Play for live and game shows, and Playtech, named once for software slots and table games without a single title attached to it.

That is a short list by Ontario standards, and it is the single fact that explains most of this review: a narrow live floor, a thin game show shelf, no Lightning Roulette, no casino poker — all of it follows from a supply chain built almost entirely inside one group.

The change worth knowing about is on withdrawals. Jackpot City has removed the 48-hour reversal window in Ontario — the pending period during which a withdrawal could be pulled back into the balance and played away. Funds are released once approved. One oddity for the record: the site’s own footer describes Cadtree as “licensed under the Ontario Gaming Commission”, a body that does not exist under that name. The correct regulator is the AGCO. It is sloppy copy rather than a red flag — the register entry is real and checkable — but on a page whose job is to prove legitimacy, getting the regulator’s name wrong is an odd thing to leave standing.

The RG Check accreditation is the genuinely unusual item in that table. It is voluntary, independently audited, and most registered Ontario operators do not have it.

Jackpot City is the strongest of the four casinos Cadtree runs in Ontario, and the most genuinely Ontarian casino in the province: a licensed Maple Leafs slot, a jackpot network funded only by players here, and a site that works in English and French. American Express, the removed 48-hour reversal window and the RG Check accreditation are three things almost nobody else in this market offers.

The limitation is structural rather than fixable. Nearly all the content comes from one group, and it shows: around 22 live tables from two suppliers, two game shows, no casino poker, and none of the Evolution titles Ontario plays most. The operator’s own pages also cannot agree whether the lobby holds 400 games or 1,000.
