Is Caesars Legal in Ontario?

Yes. Caesars is registered with iGaming Ontario and regulated by the Alcohol and Gaming Commission of Ontario, and it appears in the iGO public register of regulated sites. The register is the document that settles this, and it is worth reading carefully, because the name on the licence is not the name on the door.

The registered legal entity is American Wagering, Inc. Under that entity the register lists two Ontario gaming sites, not one: Caesars, at caesarspalaceonline.com, and Horseshoe Online Casino. The Caesars entry is approved for both Casino and Sports Betting; the Horseshoe entry is approved for Casino only. At the time of writing the register held 48 registered operators and 93 gaming websites in the province, and was accurate as of August 6, 2026.

The legal age in Ontario is 19. That is worth stating plainly, because Caesars own Ontario documents do not say it consistently. The Terms of Service served on the Ontario site, effective April 20, 2026, tell you six separate times that you must be 21 or over to use the service in Ontario — and in three other paragraphs of the same document say 19. The Ontario responsible gaming page says it is unlawful to gamble under 19 and then, three lines later, that Caesars excludes persons under 21. The App Store listing for the Canadian app carries a line headed “Responsible Gaming Ontario” that reads “Must be 21 or older to gamble.”

None of that changes the law. A 19-year-old in Ontario may legally hold an account, and Caesars will verify age at registration against the provincial standard. But a legal Ontario adult reading the contract they are asked to accept will be told twice over that they are too young, and that is a documentation problem the operator has not fixed. We flag it here rather than in the small print, because it is the kind of thing that sends a correct answer in the wrong direction.

How to Check You Are on the Real Caesars Site

Caesars is an unusually easy brand to get wrong, because the group runs several different sites under similar names and most of them are not the Ontario one. The single reliable check is the iGO register: open the operator list, filter by legal entity, and follow the link it gives you.

The Ontario casino lives at caesarspalaceonline.com/on. The root domain of that site is shared with the United States — the same site serves Michigan, New Jersey, Pennsylvania and West Virginia, plus Alberta, from a state selector in the header. Two addresses that are not the Ontario casino: caesars.com is the land-based hotel and rewards business, and returns barely a kilobyte of shell to a direct request; harrahscasino.com no longer resolves at all, because that brand was shut down and folded into this one in December 2025.

What Caesars Runs in Ontario

Caesars Entertainment is the largest casino company in the United States, listed on NASDAQ as CZR, and its own about page traces the business back to Reno in 1937. What matters for an Ontario player is narrower: which of its many brands is actually here, and what happened to the ones that were.

Caesars Palace Online Casino launched in Ontario on August 16, 2023, alongside four US states. It did not replace what Caesars already had; at the time the group also ran Caesars Sportsbook & Casino, Tropicana Online Casino, Harrah’s Online Casino and WSOP.com as separate products. Since then the portfolio has been consolidating into this one, and the Ontario register now shows a single Caesars site with a single Horseshoe site beside it.

The consolidation has a date and a cost attached to it. On December 16, 2025, HarrahsCasino.com accounts were migrated into Caesars Palace Online Casino. Deposits to the old brand stopped the day before. Cash balances were locked on the migration date and could not be withdrawn until they had moved across. Online Reward Credit balances of less than 1 were forfeited outright. Saved payment details did not come with you and had to be entered again. Identity and location verification did carry over.

The other thing worth knowing is where the machinery comes from. This is a US operation serving Ontario, and it shows in the plumbing rather than in the marketing. The Ontario lobby loads its front-end assets from a /us/ build path. The Android package the site links from its shared shell is com.williamhill.us.nj.sports, a leftover from Caesars’ acquisition of William Hill. The Horseshoe app on the Canadian App Store still carries a WynnBET Michigan bundle identifier. The Ontario payments page lists Venmo, PayNearMe cash deposits at 7-Eleven and CVS, gift card rules for Indiana and New Jersey, and a Play+ card enrolment that asks for a Social Security Number — none of which is an Ontario product.

None of this is hidden and none of it is against the rules. Caesars Palace Exclusives

This is the part that separates Caesars from an operator running a stock aggregator feed, and it is checkable. Several titles carry the Caesars name and were built by named studios: Caesars Palace Imperial Gold Megaways is a Red Tiger game, Caesars Palace Cash Falls Add ‘Em Up Gold is Light & Wonder, and the whole Caesars Palace Signature series — American Roulette, Baccarat and Multihand Blackjack Surrender — is credited on Caesars’ own game pages to Empire Creative, a studio you will not find in the lobby of a rival. The Caesars App on iOS and Android

This is the strongest part of the operation, and unusually it is strong on both platforms at once. On the Canadian App Store, Caesars Palace Online Casino sits at 4.4 from 1,065 ratings, ranked 11th in Casino, at version 8.6.0 updated August 19, 2026. It is a 330 MB download requiring iOS 17.0 or later, published by Computerized Bookmaking Systems, Inc., and rated 18+.

On Google Play the same app carries package name com.caesarsdigital.igaming.caesarspalaceonline and holds 4.4 from 8,845 ratings, with more than 500,000 downloads, an Adults only 18+ content rating, and a last update of August 13, 2026. It first appeared on Play on June 30, 2023, and on the App Store on July 17, 2023, which lines up with the August 2023 Ontario launch.

Two things to be aware of. The App Store description is written for Alberta and Ontario together and carries the same age error as the terms — the line headed “Responsible Gaming Ontario” says 21, where the province says 19. And the app you want is Caesars Palace Online Casino; the separate Caesars Sportsbook & Casino app is a different listing sitting at 4.1, on the same account.

Registration is the standard Ontario flow, with one Caesars-specific step at the front: the site is shared across six jurisdictions, so you choose Ontario before anything else happens.

1. Open caesarspalaceonline.com and select Ontario in the state selector, then choose Join Now.
2. Enter your legal name, date of birth, address and contact details exactly as they appear on your ID — you must be 19 or older and physically in Ontario.
3. Complete identity verification. Caesars will ask for proof of age at registration and may request further documents before a first withdrawal.
4. Set your responsible gambling limits. Deposit, spend, single wager, loss and time limits are all available, and limits can be lowered at any time with immediate effect.

Caesars does not publish a headline withdrawal time. What it does say is that debit withdrawals often post within an hour of approval, that eCheck withdrawals are processed daily and generally land in one to two business days, and that refunds typically take three to five business days. It also says documentation may be requested before a withdrawal is approved, which is standard and worth completing early rather than at cash-out.

The number you will find in the footer of every Caesars Ontario page, 1-866-531-2600, is ConnexOntario — the province’s free, confidential 24/7 gambling help line — not Caesars. Calling it will reach a counsellor, not an account team. The only operator email address published is responsiblegaming@caesarssportsbook.com, which handles responsible gaming and self-exclusion, not general support.

The self-service side is better than the contact side. Is Caesars Safe? Licence, Security and Reputation

On the measure that matters most in this province, Caesars comes out well. We found no AGCO monetary penalty and no public enforcement action against American Wagering, Inc. or the Caesars Ontario site. We searched the AGCO’s own releases and the trade press by brand name, by legal entity and by group name, and checked the April 2023 uncertified-games release that penalised three operators — Caesars was not among them; those were Mobile Incorporated, LeoVegas and Bunchberry. For an operator that has been in the market since 2023 and runs two registered sites, a clean AGCO record is a genuine point in its favour.

That record is not clean everywhere, and the most recent case is close enough to the bone to belong in an Ontario review. On August 5, 2026, the New Jersey Division of Gaming Enforcement penalised Caesars Sportsbook $251,250, plus $45,465 in surrendered proceeds, for a set of responsible gaming failures that included allowing self-excluded customers to place wagers, failing to submit daily self-exclusion lists to the regulator, and letting self-excluded patrons gamble through other platforms. The regulator’s finding was that Caesars’ systems did not function as intended and responsible gaming matters were not acted on appropriately, and it warned that further violations would bring more discipline.

That was a different regulator, a different jurisdiction and a different corporate entity from the one registered in Ontario, and it has no bearing on the Ontario licence. We include it because Caesars’ own Ontario self-exclusion policy promises that an exclusion “applies to all Caesars platforms” — which is precisely the cross-platform enforcement New Jersey found had failed. If you self-exclude here, confirm it has taken effect on every Caesars product you hold, rather than assuming.

Caesars Entertainment is a NASDAQ-listed company (CZR) and the largest casino-entertainment operator in the United States, which brings the balance-sheet stability that a player-funds question ultimately rests on. Your Ontario account is governed by iGO’s framework regardless. Two structural details from the terms are worth knowing: the contract is with American Wagering, Inc. of 1 Caesars Palace Drive, Las Vegas, and it contains a binding individual arbitration clause with a waiver of trial by judge or jury.

Responsible Gambling at Caesars Ontario

The toolset is complete and the documentation is among the better examples in the province. Caesars offers deposit limits, spend limits, a single wager limit, betting loss limits and time limits, each on daily, weekly and monthly cycles, plus cool-off periods of 1, 7, 30, 60 or 90 days. It spells out how the cycles are calculated — the daily limit runs midnight to midnight, the weekly from Monday midnight, the monthly from the first calendar day — and states that activity before a limit is set counts towards it. Limits can be decreased immediately; increases are subject to the mandatory waiting period Ontario requires.

Self-exclusion runs on two tracks and they are not the same thing. Caesars’ own programme covers six months, one year, five years or permanent, applies across Caesars platforms and suspends loyalty benefits and marketing for the duration. Ontario’s centralised tool, BetGuard, is separate: it is run by iGaming Ontario, it opts you out of every regulated online gambling site in the province, it is open to anyone 19 or over, and it does not require a gambling account. Two practical notes. Reinstatement after a Caesars self-exclusion is not automatic — it requires a written letter, a completed reinstatement form, no breach during the exclusion period, and a wait of at least 30 days after the form is received, and the address to send it to is in Las Vegas. Where Caesars is the better pick: you want a US-scale casino with genuine branded exclusives, credit-card deposits that most operators have dropped, and apps that hold 4.4 on both stores. Where it is not: you want a published support phone line, a stated game count, or documentation written for Ontario from the ground up rather than adapted from a US template. How We Reviewed Caesars Ontario

Everything factual in this review came from primary sources. We read the iGaming Ontario register filtered by legal entity, which is what established that American Wagering, Inc. runs two Ontario sites and which URL belongs to which. We read the Ontario versions of Caesars’ own payments, responsible gaming, terms of service, games eligibility, account and Harrah’s migration pages, and quoted the numbers they publish rather than rounding them.

We verified the studio behind each named game on Caesars’ own game pages, one game at a time, rather than inferring it from titles. We pulled the app data from the Canadian App Store and Google Play listings directly. We captured the Ontario pages through a Canadian IP, because several of them return 403 from outside the province. We searched the AGCO and the trade press for enforcement actions under the brand name, the legal entity and the group name before writing that the AGCO record is clean.

Where we could not verify something, we left it out. That is why there is no game count in this review: the logged-in lobby would not open to us, Caesars does not publish a total, and a number copied from another review site is not evidence. The age discrepancy in the terms is reported as a documentation error, which is what it is — the legal age to gamble in Ontario is 19, and nothing on an operator’s website changes that.
