Is Caesars Legal in Ontario?
Yes. Caesars is registered with iGaming Ontario and regulated by the Alcohol and Gaming Commission of Ontario, and it appears in the iGO public register of regulated sites. The register is the document that settles this, and it is worth reading carefully, because the name on the licence is not the name on the door.
The registered legal entity is American Wagering, Inc. Under that entity the register lists two Ontario gaming sites, not one: Caesars, at caesarspalaceonline.com, and Horseshoe Online Casino. The Caesars entry is approved for both Casino and Sports Betting; the Horseshoe entry is approved for Casino only. The register holds 49 registered operators and 84 gaming websites in the province.
| Registration detail | What the iGO register shows |
|---|---|
| Registered legal entity | American Wagering, Inc. |
| Ontario site | caesarspalaceonline.com/on |
| Approved categories | Casino and Sports Betting |
| Second site, same entity | Horseshoe Online Casino (Casino only) |
| Regulators | AGCO, under the conduct and management of iGaming Ontario |
The legal age in Ontario is 19. That is worth stating plainly, because Caesars own Ontario documents do not say it consistently. The Terms of Service served on the Ontario site, effective April 20, 2026, tell you six separate times that you must be 21 or over to use the service in Ontario — and in three other paragraphs of the same document say 19. The Ontario responsible gaming page says it is unlawful to gamble under 19 and then, three lines later, that Caesars excludes persons under 21. The App Store listing for the Canadian app carries a line headed “Responsible Gaming Ontario” that reads “Must be 21 or older to gamble.”
None of that changes the law. A 19-year-old in Ontario may legally hold an account, and Caesars will verify age at registration against the provincial standard. But a legal Ontario adult reading the contract they are asked to accept will be told twice over that they are too young, and that is a documentation problem the operator has not fixed. We flag it here rather than in the small print, because it is the kind of thing that sends a correct answer in the wrong direction.

How to Check You Are on the Real Caesars Site
Caesars is an unusually easy brand to get wrong, because the group runs several different sites under similar names and most of them are not the Ontario one. The single reliable check is the iGO register: open the operator list, filter by legal entity, and follow the link it gives you.
The Ontario casino lives at caesarspalaceonline.com/on. The root domain of that site is shared with the United States — the same site serves Michigan, New Jersey, Pennsylvania and West Virginia, plus Alberta, from a state selector in the header. If the page you are reading does not have Ontario selected, the payment methods, the promotions and the rules on the screen are not the ones that apply to you.
Two addresses that are not the Ontario casino: caesars.com is the land-based hotel and rewards business, and returns barely a kilobyte of shell to a direct request; harrahscasino.com no longer resolves at all, because that brand was shut down and folded into this one in December 2025.

What Caesars Runs in Ontario
Caesars Entertainment is the largest casino company in the United States, listed on NASDAQ as CZR, and its own about page traces the business back to Reno in 1937. What matters for an Ontario player is narrower: which of its many brands is actually here, and what happened to the ones that were.
Caesars Palace Online Casino launched in Ontario on August 16, 2023, alongside four US states. It did not replace what Caesars already had; at the time the group also ran Caesars Sportsbook & Casino, Tropicana Online Casino, Harrah’s Online Casino and WSOP.com as separate products. Since then the portfolio has been consolidating into this one, and the Ontario register now shows a single Caesars site with a single Horseshoe site beside it.
The consolidation has a date and a cost attached to it. On December 16, 2025, HarrahsCasino.com accounts were migrated into Caesars Palace Online Casino. Deposits to the old brand stopped the day before. Cash balances were locked on the migration date and could not be withdrawn until they had moved across. Online Reward Credit balances of less than 1 were forfeited outright. Saved payment details did not come with you and had to be entered again. Identity and location verification did carry over.

The other thing worth knowing is where the machinery comes from. This is a US operation serving Ontario, and it shows in the plumbing rather than in the marketing. The Ontario lobby loads its front-end assets from a /us/ build path. The Android package the site links from its shared shell is com.williamhill.us.nj.sports, a leftover from Caesars’ acquisition of William Hill. The Horseshoe app on the Canadian App Store still carries a WynnBET Michigan bundle identifier. The Ontario payments page lists Venmo, PayNearMe cash deposits at 7-Eleven and CVS, gift card rules for Indiana and New Jersey, and a Play+ card enrolment that asks for a Social Security Number — none of which is an Ontario product.
| Brand | Status in Ontario |
|---|---|
| Caesars (caesarspalaceonline.com/on) | Live — casino and sports betting |
| Horseshoe Online Casino | Live — casino only, same legal entity |
| Harrah’s Online Casino | Shut down, accounts migrated December 16, 2025 |
| Caesars Sportsbook & Casino app | Still published, same account |
None of this is hidden and none of it is against the rules. It matters because the practical advice for an Ontario player is the same in every case: what is on the shared marketing pages is a superset, and the deposit screen inside your own account is the only place that shows what is actually available to you here.
Caesars Ontario Casino Games
The Ontario lobby opens without a login at caesarspalaceonline.com/ca/on/casino, and read from Toronto in October 2026 it can be counted. Its categories and home shelves hold 4,096 games: 3,841 slots, 202 live tables, 35 RNG blackjack tables, 12 video poker titles and a handful of RNG table games, from 49 suppliers. The lobby’s own search box undersells it: “Browse over 2,000 titles”.

The Caesars Ontario lobby, read from Toronto in October 2026.
Caesars also publishes a page for every game it carries anywhere, and the studio credits below were checked there, title by title. Those pages are shared with five US states, though, so what follows sticks to games we found in the Ontario lobby itself.

Slots
Slots are the bulk of the room and the part Caesars leads with. The Ontario shelf front-loads Cash Eruption, Big Rich Turkeys, Super 88 Fortunes, Gold Blitz Ultimate and Timber Wolf Triple Power, and the app listing adds Huff N’ More Puff, Hypernova Megaways, Cleopatra, 88 Fortunes, Divine Fortune, Buffalo Chief and Almighty Buffalo Lightning Gold. It is a catalogue built on the land-based hits — the machines that made Caesars, ported to a browser — rather than on the crash-and-instant style that fills newer Ontario lobbies. Where to start: Cash Eruption if you want the house pick, Cleopatra if you want the IGT original. We counted the whole provincial slot catalogue, studio by studio, in our guide to online slots in Ontario.

Progressive Jackpots
Caesars markets “massive jackpots” and leaderboards in its own app copy, and the jackpot-linked series are visible in the naming: 7s Fire Blitz Hotstepper Jackpot Royale Express, Caesars Palace Cash Falls Add ‘Em Up Gold, Ultimate Fire Link Cash Falls By The Bay, Triple Coin Treasures in its Kingdom of Horus and Reign of Anubis versions. The Ontario lobby’s Jackpots category holds 134 titles and 289 games carry a jackpot ribbon. These are Caesars’ own and supplier jackpots in Canadian dollars — the three live pots the lobby’s feed returned, Divine Fortune Gold’s among them, stood between CA$13,000 and CA$65,000 when we read them — not the provincial Maple Moolah or King Millions networks, which are not in this lobby. Caesars publishes no pooled jackpot total for Ontario. Where to start: the Cash Falls series, which is the one Caesars puts its own name on.

Caesars Palace Exclusives
This is the part that separates Caesars from an operator running a stock aggregator feed, and it is checkable. Several titles carry the Caesars name and were built by named studios: Caesars Palace Imperial Gold Megaways is a Red Tiger game, Caesars Palace Cash Falls Add ‘Em Up Gold is Light & Wonder, and the whole Caesars Palace Signature series — American Roulette, Baccarat and Multihand Blackjack Surrender — is credited on Caesars’ own game pages to Empire Creative, a studio you will not find in the lobby of a rival. There is also a Caesars Blackjack Xchange and a Caesars Blackjack Players’ Choice. The Signature pages describe selectable table felts in the Caesars livery, built-in safety nets against misclicks and a surrender option — a house rule set, not a reskin. The launch coverage in 2023 described “exclusive branded Caesars’ games” as a deliberate part of the platform, and the shelf bears that out. Where to start: Caesars Palace Signature Multihand Blackjack Surrender, which is the clearest example of that house rule set.

Roulette
The roulette offering in the Ontario lobby is mostly live: 25 roulette tables, Red Door Roulette, Lightning and XXXtreme Lightning Roulette, Fireball and Monopoly Roulette among them, beside the RNG Caesars Palace Signature American Roulette. A single-zero RNG wheel such as NetEnt’s European Roulette appears on Caesars’ shared game pages; in the Ontario lobby, the single-zero wheels we found are the live ones. Caesars publishes its own house-edge table on the Ontario responsible gaming page, which puts single zero at 2.7% and double zero at 5.3% — a useful piece of honesty from an operator, and the reason to pick the European wheel. Where to start: a single-zero live wheel, on the operator’s own numbers. We counted the provincial roulette shelf by wheel type in our guide to online roulette in Ontario.

Blackjack and Table Games
Beyond blackjack there is baccarat, craps, Pai Gow, Let It Ride, Mississippi Stud, 3 Card Stud, War and Ultimate Texas Hold’em. The blackjack variants are unusually deep for an Ontario lobby: side-bet multideck, Lucky Lucky and Lucky Ladies with Buster from Light & Wonder Spark, an IGT build, and the two Caesars-branded versions. Caesars’ published house-edge table puts baccarat player/banker at 1.1–1.2% and the craps pass line at 1.4%, against 10–16.7% for craps prop bets. Where to start: baccarat on player or banker, which is the lowest edge Caesars lists. We counted every blackjack table in a licensed Ontario catalogue in our guide to online blackjack in Ontario.

Live Dealer Casino
The Ontario live floor holds 202 tables: 189 from Evolution and 13 from Ezugi. 111 are blackjack, 25 roulette, 17 baccarat, plus Sic Bo, live craps and the game shows. We previously listed Caesars-branded live tables here — Caesars Live Baccarat and Caesars Live Roulette, streamed from the group’s Pennsylvania studio. Those come from Caesars’ US game pages; none of the 202 tables in the Ontario lobby carries the Caesars name. Where to start: Lightning Roulette if you want the multiplier, a classic Evolution blackjack table if you want the lowest edge.

Game Shows
The Game Shows category holds 22 titles from the same Evolution feed — Crazy Time, Funky Time, Monopoly Live and Big Baller, Crazy Pachinko, Ice Fishing, Dream Catcher, Gonzo’s Treasure Hunt — with a Live Dealer Stock Market title alongside them. One thing to know before you build a session around them: several are on Caesars’ published list of titles excluded from casino promotions, including Live Dealer Crazy Time and Live Dealer Stock Market. Where to start: Crazy Time, with the exclusion list open beside you.

The page above is the one Caesars serves for Crazy Time on its shared game pages, and the title on it reads “(NJ)”. Inside the Ontario lobby the same game is “Live Dealer Crazy Time (ON/AB)”, and the live floor is labelled for this market throughout — (ON), (Ontario), (ON/AB) or (Canada). The lobby is built for Ontario; the shared pages around it are built for the United States.
Software Providers
We checked the studios game by game against Caesars’ own game pages rather than reading them off the titles. Confirmed on the Ontario shelf: IGT (Cleopatra, Sphinx Coin Boost), Light & Wonder (Super 88 Fortunes, Huff N’ More Puff, Hypernova Megaways, Cash Falls) and its Spark table studio, Games Global (Gold Blitz Ultimate, Fire and Roses Joker 2 All In), AGS (Capital Gains, Triple Coin Treasures: Kingdom of Horus), Aristocrat (Timber Wolf Triple Power), Red Tiger (Caesars Palace Imperial Gold Megaways), Empire Creative (the Caesars Palace Signature tables), Roxor Gaming (Mo’ Mummy Mighty Pyramid), NetEnt (European Roulette, Divine Fortune) and Evolution across the live floor.
Caesars has also announced RubyPlay content and the Aviatrix crash title for Ontario. Where to start: the Light & Wonder shelf, which is where most of the recognisable land-based titles sit.
| Studio | Confirmed by |
|---|---|
| IGT | Cleopatra, Sphinx Coin Boost |
| Light & Wonder | Super 88 Fortunes, Huff N’ More Puff, Cash Falls Add ‘Em Up Gold, the Lucky Lucky blackjack side bets |
| Games Global | Gold Blitz Ultimate, Fire and Roses Joker 2 All In |
| AGS | Capital Gains, Triple Coin Treasures: Kingdom of Horus |
| Aristocrat | Timber Wolf Triple Power |
| Red Tiger | Caesars Palace Imperial Gold Megaways |
| Empire Creative | Caesars Palace Signature American Roulette, Baccarat, Multihand Blackjack Surrender |
| Roxor Gaming | Mo’ Mummy Mighty Pyramid |
| NetEnt | Divine Fortune, Starburst XXXtreme |
| Evolution | Crazy Time, Lightning Roulette and 187 more live tables |
Across the whole Ontario lobby the supplier list runs to 49 names. The largest are Games Global (445 titles), IGT (305), Pragmatic Play (233), Evolution (195), Bragg (187), Red Tiger (169), Light & Wonder (167), Hacksaw (120), Greentube (114), Play’n GO (112) and AGS (108).
The Caesars App on iOS and Android
This is one of the strongest parts of the operation, more so on iPhone than on Android. On the Canadian App Store, Caesars Palace Online Casino sits at 4.48 from 1,357 ratings in October 2026, at version 8.9.0 updated September 30, 2026; it ranked 11th in Casino when we first looked. It is a 330 MB download requiring iOS 17.0 or later, published by Computerized Bookmaking Systems, Inc., and rated 18+.

On Google Play the same app carries package name com.caesarsdigital.igaming.caesarspalaceonline and holds 4.21 from 9,852 ratings in October, down from 4.4 in August, with more than 500,000 downloads, an Adults only 18+ content rating, and a last update of September 28, 2026. It first appeared on Play on June 30, 2023, and on the App Store on July 17, 2023, which lines up with the August 2023 Ontario launch.
Two things to be aware of. The App Store description is written for Alberta and Ontario together and carries the same age error as the terms — the line headed “Responsible Gaming Ontario” says 21, where the province says 19. And the app you want is Caesars Palace Online Casino; the separate Caesars Sportsbook & Casino app is a different listing sitting at 4.1, on the same account.
| Store | Rating | Ratings count | Last update |
|---|---|---|---|
| Apple App Store (Canada) | 4.48 | 1,357 | September 30, 2026 |
| Google Play | 4.21 | 9,852 | September 28, 2026 |
How to Sign Up and Log In at Caesars Ontario
Registration is the standard Ontario flow, with one Caesars-specific step at the front: the site is shared across six jurisdictions, so you choose Ontario before anything else happens.
- Open caesarspalaceonline.com and select Ontario in the state selector, then choose Join Now.
- Enter your legal name, date of birth, address and contact details exactly as they appear on your ID — you must be 19 or older and physically in Ontario.
- Complete identity verification. Caesars will ask for proof of age at registration and may request further documents before a first withdrawal.
- Set your responsible gambling limits. Deposit, spend, single wager, loss and time limits are all available, and limits can be lowered at any time with immediate effect.
- Add a payment method and make a first deposit — the minimum is $5 — then log in through the app or the browser with the same credentials.
If you held a HarrahsCasino.com account before December 2025 and have not logged in since, your credentials moved to this platform; if you never had a Caesars Palace account, the route in is a password reset rather than a fresh registration.
Caesars Payments and Withdrawals in Ontario
The published minimums are low and the same across the operation: $5 minimum for digital deposits and $1 minimum for digital withdrawals, with maximums that depend on the method and your bank. That $5 figure matters here, because the old data on this page had Caesars at a $20 minimum, and it is not.

Interac is the method most Ontario players will use and it is documented properly, with real numbers rather than “varies”. Interac e-Transfer deposits run from $5 to $25,000 per transaction; withdrawals run from $1 to $25,000 per transaction, and require you to set up Interac Auto Deposit in your banking app first. Wire transfers are available from $2,500 up, with a separate request form for Ontario.

Caesars is one of the few operators where credit cards are still on the table. The company states it no longer accepts credit card deposits anywhere except Puerto Rico and Canada — so Visa and Mastercard credit deposits remain available to Ontario players, with the warning that banks commonly treat them as cash advances and charge a fee that Caesars does not control or receive.

The caution on this page is the same as everywhere else on the site: it is written for all six jurisdictions at once. Venmo, PayNearMe cash deposits, gift-card rules by US state and a Play+ card enrolment that asks for a Social Security Number all appear on the Ontario URL, and none of them is an Ontario product. Apple Pay is deposit-only. PayNearMe cannot be used to withdraw at all.
| Method | Deposit | Withdrawal | Published detail |
|---|---|---|---|
| Interac e-Transfer | Yes | Yes | $5–$25,000 in, $1–$25,000 out; Auto Deposit required |
| Debit card (Visa/Mastercard/Interac) | Yes | Yes | Many withdrawals post within an hour once approved |
| Credit card (Visa/Mastercard) | Yes | No | Canada and Puerto Rico only; bank cash-advance fees may apply |
| Online banking | Yes | Yes | No registration needed; bank posting times vary |
| PayPal | Yes | Yes | Same account both ways; most approved funds arrive same day |
| Apple Pay | Yes | No | Visa and Mastercard only; Apple Cash not permitted |
| Wire transfer | Yes | Yes | $2,500 and up, Ontario-specific request form |
Caesars does not publish a headline withdrawal time. What it does say is that debit withdrawals often post within an hour of approval, that eCheck withdrawals are processed daily and generally land in one to two business days, and that refunds typically take three to five business days. It also says documentation may be requested before a withdrawal is approved, which is standard and worth completing early rather than at cash-out.

Caesars Ontario Customer Support
Support is where an otherwise well-documented operator goes quiet. Live chat is the main channel and Caesars states it is available 24/7 on the support page — though the Contact Us page on the same site says the department is available seven days a week, which is not the same claim. Caesars also invites you to send a text for the quickest response, without publishing the number on the public page, and routes other queries through a web form.
There is no published customer support telephone number and no published general support email address for Ontario. The number you will find in the footer of every Caesars Ontario page, 1-866-531-2600, is ConnexOntario — the province’s free, confidential 24/7 gambling help line — not Caesars. Calling it will reach a counsellor, not an account team. The only operator email address published is responsiblegaming@caesarssportsbook.com, which handles responsible gaming and self-exclusion, not general support.
| Channel | Available | Detail |
|---|---|---|
| Live chat | Yes | Stated 24/7 on the support page |
| Text message | Yes | Offered as the quickest route; number not published publicly |
| Web form | Yes | Routed through the Contact Us page |
| Telephone | No | No operator support line published for Ontario |
| General email | No | Only a responsible gaming address is published |
| Help centre | Yes | Ontario-specific pages for payments, promotions, account and RG |
The self-service side is better than the contact side. The Ontario support hub carries dedicated pages for payments, promotions, account, terms, responsible gaming, games eligibility and the Harrah’s migration, and the responsible gaming page is dated — version May 14, 2026 — which is more than most operators bother to do.
Is Caesars Safe? Licence, Security and Reputation
On the measure that matters most in this province, Caesars comes out well. We found no AGCO monetary penalty and no public enforcement action against American Wagering, Inc. or the Caesars Ontario site. We searched the AGCO’s own releases and the trade press by brand name, by legal entity and by group name, and checked the April 2023 uncertified-games release that penalised three operators — Caesars was not among them; those were Mobile Incorporated, LeoVegas and Bunchberry. For an operator that has been in the market since 2023 and runs two registered sites, a clean AGCO record is a genuine point in its favour.
That record is not clean everywhere, and the most recent case is close enough to the bone to belong in an Ontario review. On August 5, 2026, the New Jersey Division of Gaming Enforcement penalised Caesars Sportsbook $251,250, plus $45,465 in surrendered proceeds, for a set of responsible gaming failures that included allowing self-excluded customers to place wagers, failing to submit daily self-exclusion lists to the regulator, and letting self-excluded patrons gamble through other platforms. The regulator’s finding was that Caesars’ systems did not function as intended and responsible gaming matters were not acted on appropriately, and it warned that further violations would bring more discipline.
That was a different regulator, a different jurisdiction and a different corporate entity from the one registered in Ontario, and it has no bearing on the Ontario licence. We include it because Caesars’ own Ontario self-exclusion policy promises that an exclusion “applies to all Caesars platforms” — which is precisely the cross-platform enforcement New Jersey found had failed. If you self-exclude here, confirm it has taken effect on every Caesars product you hold, rather than assuming.
Caesars Entertainment is a NASDAQ-listed company (CZR) and the largest casino-entertainment operator in the United States, which brings the balance-sheet stability that a player-funds question ultimately rests on. Your Ontario account is governed by iGO’s framework regardless. Two structural details from the terms are worth knowing: the contract is with American Wagering, Inc. of 1 Caesars Palace Drive, Las Vegas, and it contains a binding individual arbitration clause with a waiver of trial by judge or jury.
Responsible Gambling at Caesars Ontario
The toolset is complete and the documentation is among the better examples in the province. Caesars offers deposit limits, spend limits, a single wager limit, betting loss limits and time limits, each on daily, weekly and monthly cycles, plus cool-off periods of 1, 7, 30, 60 or 90 days. It spells out how the cycles are calculated — the daily limit runs midnight to midnight, the weekly from Monday midnight, the monthly from the first calendar day — and states that activity before a limit is set counts towards it. Limits can be decreased immediately; increases are subject to the mandatory waiting period Ontario requires.

Self-exclusion runs on two tracks and they are not the same thing. Caesars’ own programme covers six months, one year, five years or permanent, applies across Caesars platforms and suspends loyalty benefits and marketing for the duration. Ontario’s centralised tool, BetGuard, is separate: it is run by iGaming Ontario, it opts you out of every regulated online gambling site in the province, it is open to anyone 19 or over, and it does not require a gambling account. BetGuard can be reached at 1-833-776-7171. Enrolling in one does not enrol you in the other, and Caesars says so.

Two practical notes. Reinstatement after a Caesars self-exclusion is not automatic — it requires a written letter, a completed reinstatement form, no breach during the exclusion period, and a wait of at least 30 days after the form is received, and the address to send it to is in Las Vegas. And the help line in the footer, ConnexOntario on 1-866-531-2600 or CONNEX to 247247, is free, confidential and available 24/7 in more than 100 languages.
Caesars also publishes something most operators avoid: a house-advantage table showing expected loss per $100 wagered across baccarat, craps, keno, roulette, slots by denomination and video poker. Putting a 25–30% keno edge in writing on your own responsible gaming page is a straightforwardly good thing to do.
One more piece of housekeeping that belongs here rather than in the promotions section: Caesars publishes a full list of games excluded from casino promotions, and it is long. Crash and instant titles are heavily represented — Plinko in several forms, Mines, FlyX, Crashout Maverick, Launch X, Hi-Lo, Wheel — alongside the Fire Blaze and Mega Fire Blaze series and specific Ontario entries such as Starburst XXXTreme (Ontario), Live Dealer Craps (Ontario) and First Person Craps. Read it before you plan around an offer.

Caesars vs Other Ontario Casinos
Caesars sits with the big US crossover brands — BetMGM, DraftKings, PointsBet — rather than with the Malta-licensed casino specialists that dominate the rest of the Ontario market. The table below is a summary of what this review established about Caesars itself, so you can weigh it against whatever you already run.
| What you might be comparing | Where Caesars lands |
|---|---|
| Casino and sportsbook | Both on one account, one registered site |
| House exclusives | Yes — Caesars-branded titles from Red Tiger and Light & Wonder |
| Interac both ways | Yes, $5–$25,000 in and $1–$25,000 out |
| Credit card deposits | Yes — unusual, and Canada-only within the group |
| App ratings | 4.48 on the App Store, 4.21 on Google Play |
| Published phone support | No |
| Games in the Ontario lobby | 4,096 counted; the operator says “over 2,000” |
| AGCO enforcement record | None found |
| Loyalty programme | Caesars Rewards, earned online and redeemable at properties |
Where Caesars is the better pick: you want a US-scale casino with genuine branded exclusives, credit-card deposits that most operators have dropped, a 4,096-game Ontario lobby, and a well-rated iPhone app. Where it is not: you want a published support phone line, or documentation written for Ontario from the ground up rather than adapted from a US template. If those last points matter most to you, read our BetMGM and DraftKings reviews before deciding.
How We Reviewed Caesars Ontario
Everything factual in this review came from primary sources. We read the iGaming Ontario register filtered by legal entity, which is what established that American Wagering, Inc. runs two Ontario sites and which URL belongs to which. We read the Ontario versions of Caesars’ own payments, responsible gaming, terms of service, games eligibility, account and Harrah’s migration pages, and quoted the numbers they publish rather than rounding them.
We verified the studio behind each named game on Caesars’ own game pages, one game at a time, rather than inferring it from titles. We pulled the app data from the Canadian App Store and Google Play listings directly. We captured the Ontario pages through a Canadian IP, because several of them return 403 from outside the province. In October 2026 we read the Ontario lobby itself from Toronto, category by category, which is where the 4,096 games, the supplier counts and the live floor come from. We searched the AGCO and the trade press for enforcement actions under the brand name, the legal entity and the group name before writing that the AGCO record is clean.
Caesars publishes no exact game total for Ontario; the count above is ours. Games that appear only after login or only in search are not in it, so treat 4,096 as a floor. The age discrepancy in the terms is reported as a documentation error, which is what it is — the legal age to gamble in Ontario is 19, and nothing on an operator’s website changes that.
19+. Gambling can be addictive. If it stops being fun, call ConnexOntario on 1-866-531-2600 or visit BetGuard.ca.
FAQ’s – Frequently Asked Questions
- Is Caesars legal in Ontario?
Yes. Caesars is registered with iGaming Ontario and regulated by the AGCO, under the legal entity American Wagering, Inc. The same entity also runs Horseshoe Online Casino in the province. The legal age to gamble in Ontario is 19, even though several Caesars documents incorrectly state 21.
- What is the real Caesars website in Ontario?
The Ontario casino is at caesarspalaceonline.com/on. The site is shared with Michigan, New Jersey, Pennsylvania, West Virginia and Alberta, so check that Ontario is selected. caesars.com is the hotel and rewards business, and harrahscasino.com no longer exists.
- What happened to Harrah's Online Casino?
HarrahsCasino.com accounts were migrated into Caesars Palace Online Casino on December 16, 2025. Deposits stopped the day before, cash balances were locked until they transferred, Reward Credit balances below 1 were forfeited, and saved payment details had to be re-entered.
- Which payment methods does Caesars accept in Ontario?
Interac e-Transfer, debit cards, credit cards, online banking, PayPal and Apple Pay for deposits, with wire transfer above $2,500. Minimums are $5 to deposit and $1 to withdraw. Apple Pay is deposit only. Several methods listed on the shared page, such as Venmo and PayNearMe, are US-only.
- Has the AGCO penalised Caesars in Ontario?
We found no AGCO monetary penalty or public enforcement action against American Wagering, Inc. or the Caesars Ontario site. New Jersey regulators did penalise Caesars Sportsbook $251,250 in August 2026 over self-exclusion failures, but that was a different regulator and entity.

Caesars Ontario earns 4.1 out of 5. It is a big-brand casino with real house exclusives, low published minimums, credit-card deposits that most operators have dropped, a 4,096-game Ontario lobby with 202 live tables, and a well-rated iPhone app.
What we like most is the substance underneath the brand. Interac runs both ways with published limits rather than vague promises. The responsible gambling toolset is complete and dated, the self-exclusion terms are spelled out properly, and Caesars publishes its own house-edge table — something almost no operator is willing to do. There is no AGCO penalty on the record, which after checking by brand, entity and group is worth stating plainly.
What holds it back is that Ontario is served from an American template and it has not been finished. The terms of service tell a legal Ontario adult six times that they must be 21, when the province says 19. The payments page lists US-only methods. There is no published support phone line or general support email. None of it puts your money at risk. All of it means reading the deposit screen in your own account rather than the marketing page.
